[SPARK-36629][BUILD] Upgrade aircompressor to 1.21

### What changes were proposed in this pull request?

This PR aims to upgrade `aircompressor` dependency from 1.19 to 1.21.

### Why are the changes needed?

This will bring the latest bug fix which exists in `aircompressor` 1.17 ~ 1.20.

### How was this patch tested?

Pass the CIs.
