Current behavior:

When one click on the help tool tip for field: Max DNS Answers the link for ATS documentation opens in the same tab instead oof a new one.
If one was creating a DS and clicks on this link, user would lose all the input for the said DS and have to re-start the whole process.

Expected behavior:

All they hyperlinks in tooltips should always open in new tab

Minimal reproduction of the problem with instructions:

Go to creation of DS for a content-type (eg: HTTP) and find the field Max DNS Answers in Router Configuration Settings.
Click on the tool tip link and notice how the link opens on the same page and not in a new tab.
