[UIMA-6459] Upgrade dependencies #204

What's in the PR

  • UIMA Parent POM 14 -> 15-SNAPSHOT
  • Remove auto-release-staging configuration and tycho configurations which are already in parent POM 15
  • Fix parent pom version
  • Fix order of toc entries in RELEASE_NOTES.md
  • Use variables-based jiraVersion property to avoid having to update it on every release

How to test manually

  • Perform a local fake release build

Automatic testing

  • PR adds/updates unit tests

Documentation

  • PR adds/updates documentation

Organizational

  • PR includes new dependencies.
    Only dependencies under approved licenses are allowed. LICENSE and NOTICE files in the respective modules where dependencies have been added as well as in the project root have been updated.
