Node pool selected for sending network transaction should be the same as validation nodes pool

Actually when a scheduler trigger the nodes to send a transaction, the node selected is the first of the storage node pool. But this nodes pool is not exaclty the same as the validation pool because there is some difference between storage pool and validation pool.
This can causes probleme especially for the unresponsive trigger node process

The node pool selected for sending the transaction should be the same as the validation nodes for the transaction
