This PR adds schedule reader functions to the http api server.

Changes

  • Adds reading and saving of schedule data to api server
  • Schedule reader to round data to 2 decimal places to avoid floating point precision problem

GUI PR: architecture-building-systems/CityEnergyAnalyst-GUI#5
