Description

Move biographical/historical type notes outside of the collapsible panel so that they always show up.

Motivation and Context

Biographical/historical notes place archival materials in context and are important enough that they should be shown without having to expand a collapsed panel in the PUI.

How Has This Been Tested?

• bioghist notes now show up without expanding anything
• if one of these notes is really long, it shows a 'see more' link
