feat: Merge image updater into core Argo CD

Are we aiming for argo 2.9 ?

This is still in the proposal stage, I can't imagine it will be in 2.9.

We want to put a lot of careful thought into how we merge this upstream, because we want it to be truly first-class. Other efforts are currently taking priority.
