If a non en-US bundle is used, on pages with no character encoding information (see https://trac.torproject.org/projects/tor/ticket/20025#comment:7), the Options > General > Languages > Fonts and Colors > Advanced > Text Encoding for Legacy Content (which is "Default for current locale") reveals your characterSet, charset, inputEncoding
