rockchip64: bump edge kernel config to 5.18, minor fixes

Description

• Bump rockchip64 edge kernel config to v5.18
• disabled csgpio patch on v5.15 due to clashing with mainline
• added register values in tinkerboard 2 patch to avoid warnings

How Has This Been Tested?

Untested, just upgraded the kernel config and checked with git diff that no extra options were removed
