EmojiBelt is a Chrome Extension which tries to enable emoji panel on inputs. Unfortunately, it's not a bulletproof solution as lot of sites are using inputs applying "not totally ethical" behaviors (eg. close/open input on focus/blur/click).
If you're on MacOS, use Ctrl + Cmd + Spacebar to pop up instead the built-in panel.
