Update graphhopper to 0.11.0-pre1

0.10.1 is released, no need to use snapshot.

(I simply edit file online, didn't check locally).

I have removed req.setAlgorithm(Parameters.Algorithms.DIJKSTRA_BI) because it is default value for CH and it will lead to issues if landmarks is used instead of CH (I didn't test landmarks yet).

I have checked — works for me (I have built local apk).

I was forced due to some changes, use SNAPSHOT version of GH API, but to be true, I would rather stay with stable versions if not necessary.
So I've made your changes manually together with update of TARGET_SDK_VERSION, support libs & Locus API. Thanks!

JFYI I cannot yet prepare PR about landmarks support because of graphhopper/graphhopper#1401
