Fix bug customizing user data colors with "tags" palette

I thought that creating a tags palette in the user directory would override the official tags file to customize the presets for user data colors, but it looks like it's not working in that way. We should support that (so the user doesn't have to modify the official tags.gpl file in the installed files).
