Depends on the following:

This follows the same approach we've used in 2.0.x patches. Changes included:

  • Mark packages no shipping as 'External' dependencies
  • Mark repos that do not have a patch as 'ShippedRepository'
  • Update dependencies to 2.1.0 RTM. ProdCon will update this with 2.1.1 pre-release versions as we start producing builds.

⌚️ before merging this, we need to re-evaluation our solution for #1180 . Marking this PR as "wip" until we have a design.

The PR #1175 was incomplete. This fixes the cascading effect of patching to 2.1.1

Changes:
 - add CheckRepoGraph (ported directly from the release/2.0 branch)
 - Update submodules
