The `golangci-lint-action@v2` did hide a step which made the workflow fail by downloading Go 1.18 silently. Bump the action to `v3` and contextually add a `setup-go@v2` step to use Go 1.15. Signed-off-by: Arnaldo Cesco <arnaldo.cesco@secomind.com>

Bump
