3ds theme not working

I am using the latest 3ds firmware on luma 3ds, installed anemone through fbi. Anemone opens fine but whenever I download a theme, place it into the themes folder, place the sd card back into my 3dsxl, and press A and the up button to install, the theme does not install. The splash works perfectally fine. I can also download the default themes, but custom ones do not work. I also tried rebooting after downloading a few times, nothing worked

plz let me know what i am doing wrong, I can also upload files of my anemone software from my sd card if needed.
