This is a follow-on to #11761 and #11932. In particularly it's basically a reminder to try to address the issues in transform_to that lead to differential_type's not being properly carried through. #11932 has most of the details so I'm not copying it here (#11932 instead sort of band-aids the problem, which we decided was better than doing nothing for 5.0).
