Create usable MidiRecorder API #10

I want some MidiInput sample use case, and probably some kind of decent MIDI recorder would be perfect for it. In particular...

take a tempo value,
a scheduler, and
stream of received input events with absolute time, then convert them into steps.

Name it as MidiRecorder, and put it right next to MidiPlayer.
