feat(command-init): Create new Aureliafile on init

Check if Aureliafile exists
if Aureliafile exists then prompt for permission to overwrite, otherwise create a new Aurelia file
Create Aurelia file from existing Aureliafile at cli application's root

feature resolves issue #7
