Changes detailed in Issue #1848
(Closes #1848)

Motivation and Context

Manage Submissions & Grade Submissions pages UI overhaul

How Has This Been Tested?

Go to both autograded and non-autograded assignments -> Manage Submissions page

The table should be visible with one row per submission
The buttons of each row should be functional
The main buttons at the top of the page should be functional
Should be able to select and deselect multiple students
Search should be functional

Types of changes

Bug fix (non-breaking change which fixes an issue)
New feature (non-breaking change which adds functionality)
Breaking change (fix or feature that would cause existing functionality to change)

Checklist:

I have run rubocop for style check. If you haven't, run overcommit --install && overcommit --sign to use pre-commit hook for linting
My change requires a change to the documentation, which is located at Autolab Docs
I have updated the documentation accordingly, included in this PR

Testing Locally

Currently there's only delete button, I'm assuming that the regrade button will come next time?

The sort icon does not appear currently, is that to be added?
Search currently searches across all columns (if i search 123, I get students with 123 score), is that intended?

The regrade button exists! It only shows up for autograded assignments.

Yup, currently having issues but didn't want to delay everything for an icon...

Search currently searches across all columns (if i search 123, I get students with 123 score), is that intended?

The search is built in to datatables so it's how their filter works... I'm personally a fan of this search because you can search for scores and dates, but I can change it to just be student names if you think that works better— let me know!
