[composite] Prevent restarting otel collector when it's not enabled on Windows

This is diverged from aws-observability/aws-otel-collector#338 and aws-observability/aws-otel-collector#450 cloudwatch agent bundles otel collector as composite agent When otel collector exit with non zero code, Windows will restart it. The (hacky) solution in our otel distro is exit 0 on config error.

The better solution is to provide extra config/script when packaging otel collector in composite agent so we can remove the hack in otel collector.
