This PR adds support for users to configure a default region that will be fallen back to if a region is not found in the shared config or within the process environment. This option will take less precedence from the normal region resolution. Additionally support for resolving a region from EC2 IMDS (if available) has been added which will be queried after attempting to resolve a region from shared config or the process environment, but before falling back to the default fallback region if configured.
