feat(middleware-bucket-endpoint): support Outposts buckets (#1550)

* feat(middleware-bucket-endpoint): generate outpost endpoints

* feat(middleware-bucket-endpoint): refactor and add outposts unit tests

* docs(middleware-bucket-endpoint): add docs
