The long_description_content_type option which we use in order to render readme files for modules has only been introduced in setuptools-38.6.0. However, the new superchain comes with setuptools-38.4.0 installed.

This causes all python distribution packages to be invalid.

Upgrade the python `setuptools` modules to latest in order to enable support
for the `long_description_content_type` distribution option.
