revert the change to delete install step for builder script

Issue #, if available:

• This step is not used by CI but we are using it for pipeline...
• Fix the broken pipeline, where we use builder to create jar file via mvn install https://github.com/awslabs/aws-crt-java/blob/main/codebuild/cd/musl-linux-build.sh#L20

Description of changes:

• Revert the change that I deleted the install step from our builder script
• Remove the unused yml files for CI 5 years ago. I am 60% sure they are not used anywhere. :) We have migrated from codebuild to github action
