remove gamesparks service (#929)

I verified that this is the correct thing to do based on [this
code](https://github.com/awslabs/smithy-rs/blob/f528c523ffae4da65d4b22bbd0da4aabec7bca34/tools/ci-build/publisher/src/subcommand/generate_version_manifest.rs#L168)
in the publisher tool.
