Add a getting started section

Acceptance Criteria

1. Add a getting started section as shown in the parent ticket
2. create a new component
3. the links can be dummy i.e just place holder
4. The look and feel should be as shown in the screenshot
5. use cloudscape components to build this.
6. this component should be rendered above the table i.e move all the table related below the getting started section
