[UX] Update dashboard table

Acceptance Criteria

1. the table should look as per the screenshot in the parent story
2. the table should be using the cloudscape's table component
3. on select and clicking the delete button should work as expected
4. the add button should add a new dashboard
5. clicking the dashboard id , should open the dashboard page
6. on select and clicking view should open the dashboard page
