Thank you! Sorry it took a while to review, I have been busy last week.
@liuxingbaoyu @JLHwung I wouldn't consider this as a breaking change, because even if they are exposed as part of @babel/runtime's public API the only supported usage for @babel/runtime is when imported through @babel/plugin-transform-runtime, which never emitted imports for these helpers. What do you think?

I think removing them is fine in patch releases. |
