There's no official announcement for this I can link to but we can see from a cached google result https://webcache.googleusercontent.com/search?q=cache:4E0hLEbxv1UJ:https://devcenter.wercker.com/development/&cd=4&hl=en&ct=clnk&gl=uk that Oracle shut the service down on 31st October.
Deprecating the service is one thing. Unfortunately, wercker is also the example we use in https://github.com/badges/shields/blob/master/doc/service-tests.md I've never been super-happy about this tbh, but it now makes even less sense. It certainly bumps #2423 up the priorities list.
