Migrate Update tool s3 bucket #164

Description:
We created a separate s3 bucket for Update tool.

Recently we have migrated our all download the artifacts to s3 bucket as well. As pushing to this s3 bucket has been already automated.

We can use this new bucket now onward. Also we can migrate previous releases to new bucket and delete old one. When we do we need to do following

Test download speeds
Verify hashes as an integrity check

As we now archive Github releases, we will be using that as the source
https://github.com/ballerina-platform/ballerina-update-tool/releases/tag/v1.3.6
