webui: remove an unnecessary .bvfs_get_jobids and buildSubtree() call

The purpose of this PR is to get rid of an unnecessary .bvfs_get_jobids and buildSubtree() call.

This PR also introduces new restore controller functions to eliminate redundant
controller code.
