Added tests for start with overload options. Also renamed rtq test module so it will actually be run duing a rebar eunit (or make test).
Add overload check and recovery to realtime queue - 1.4

heartbeat timeout was missing the heartbeat time. As there is now a queue, can no longer pattern match on hbsent to see if it's a valid timeout, so rewrote the logic to decide if the heartbeat timeout should kill the connection or not.
