The package is not longer maintained and also there is not available an official repository.
The old official repository, https://github.com/jhelwig/ack-and-a-half, is gone, the emacsmirror repository, https://github.com/emacsmirror/ack-and-a-half, is also gone.
The original author explains that move here: https://github.com/jhelwig/where-are-my-repos
The only recipes available are in Melpa and Melpa Stable (I didn't check in Marmalade), but maybe soon those will disappear too.
In the Wiki is mentioned this fork, https://github.com/mgalgs/ack-and-a-half, but nobody seems to use it.
The same problem was mentioned in Prelude as you already know, bbatsov/prelude#722, the difference is that now the emacsmirror is gone too.
Maybe is time to opt for an alternative, or even substitute completely
