This commit uses the new merge algorithm to handle sub-processes. It fixes the issues reported in bcoe/v8-coverage-merge#7 and improves performance.

LGTM for the most part but just concerned about the c88/v8-coverage package; what's it's maintenance like? Might it be future tech debt?

Regarding @c88/v8-coverage: this is a package I wrote implementing various utilities to manipulate V8 coverages: clone, normalize and merge (also planned: diff). It contains the merge algorithm described by the link in the OP. I worked on it during the last few weeks: there are more details on the Slack discussion.
Here is the repo. It has a few implementations (Typescript, Rust, native Node module), test vectors, all the integrations you'd expect, benchmarks, etc. Regarding maintenance: I sent an invitation to @bcoe, and can send one to others if interested. The API should remain relatively stable. I am waiting on normalization to be more tested before going for 1.0.0. The main risk of change is switching to an async API by default if it's needed to get more perf (e.g. using multi-threading).

The core of the algorithm is in these two files: merge.ts and range-tree.ts. I am confident with the algorithm but it's important for me that someone else understands in depth how it works. Could you look at it? I am available on Github and Slack to explain the details. There's this document with some information. I can add more details for the harder sections if needed.

I rebased the PR

This commit uses the [new merge algorithm][merge] to handle sub-processes. It fixes the issues reported in bcoe/v8-coverage-merge#7 and improves performance.

Thanks @demurgos for the solid work, especially on the c8-coverage/merge. As we've discussed in Slack, we land this work to master-3.3 to await further review and discussion. And once you are back from vacation 🌴, we finalize on landing to master, and I guess by then, we should bump semver-minor.

### BREAKING CHANGES

* Node.js' source-map and lineLength cache is now used to remap coverage output (this allows tools like ts-node to be supported, which transpile at runtime).
* temp directory now defaults to setting for report directory
* c8 will now load source-maps if possible and remap coverage accordingly
* switches to using NODE_V8_COVERAGE rather than inspector directly
* dropped subprocess support for the time being, while we march towards an initial implementation.

### BREAKING CHANGES

* Node.js' source-map and lineLength cache is now used to remap coverage output (this allows tools like ts-node to be supported, which transpile at runtime).
* temp directory now defaults to setting for report directory
* c8 will now load source-maps if possible and remap coverage accordingly
* switches to using NODE_V8_COVERAGE rather than inspector directly
* dropped subprocess support for the time being, while we march towards an initial implementation.
