What does this PR do?
This plugin is one of the official bbb plugins. It basically opens up a link that the presenter wants. So that might be a video, a document, or anything that supports being renderd in an iFrame. See demo below:

This plugin uses features that have not been yet merged in the SDK, nor the CORE of BBB, so it depends on these 2:
bigbluebutton/bigbluebutton#19710
bigbluebutton/bigbluebutton-html-plugin-sdk#74
When they are merged in, we can review this PR, merge it and test it.
