STRF-4391 - Migrate jQuery from 2->3

What?

• upgrades jquery 2.x to 3.x. unfortunately, we need to keep jquery-migrate in there right now because foundation has some deprecated jquery method calls.
• also need jquery-migrate 1.4.1 instead of 3.x b/c of foundation.reveal (see https://stackoverflow.com/questions/43262196/foundation-5-reveal-not-working-with-jquery-3-1-1)
