This PR adds the BarcodeEX-rs tool by Andre Masella and the Genome Sequence Informatics group of the Ontario Cancer Research Institute to Bioconda.
Don't merge yet, as building for Bioconda required changes to the software's source code. This recipe therefore currently points to my fork of the original tool. I have a PR open to the upstream repo and would ideally like to refer the recipe to upstream instead.
