Equalize singular vectors option in q2cli #117

This PR allows for the singular vectors to be equally scaled according to the singular values.

We will eventually want this option to also be available in the q2cli. See https://github.com/biocore/mmvec/blob/master/mmvec/q2/_method.py#L69

It'll also make sense to have a utility function in utils.py to calculate singular vectors with/withou the equalize option.
