Add Slovenian wordlist for BIP0039

1. Priority on common words where possible.
2. Only verbs, adverbs and nouns in basic form.
3. Only lowercase ASCII letters.
4. No accents or special characters.
5. Word length between 4 and 8 characters.
6. First 4 letters must be unique between all words.
7. Original wordlists from Wiktionary for verbs, adverbs and nouns.
8. Wordlist of common words from NoSketch Engine.
9. Selection of words using Python script.

The list was not manually reviewed, so it probably contains some offensive or inappropriate words. It needs to be manually reviewed (possibly by some Slovenian speaker) before the merge.

The list contains some uncommon words because using only common words, it was impossible to generate 2048 words with above conditions. That uncommon words may be changed with replacement. Alternatively, the conditions (possibly length of words) may be changed and wordlist would be re-generated with more common words.

For now, the author(s) of BIP 39 have decided not to accept any further word lists into BIP 39 itself, and encourage adding new ones to the WLIPs repo here: https://github.com/p2w34/wlips
