Switch to noble-hashes and scure-base

• Remove bs58check, create-hash, create-hmac, ripemd160 deps
• Add @noble/hashes and @scure/base audited deps
• Update typescript and @types/node to eliminate weird type errors
• (done automatically) lockfile rebuilt with latest npm

CI is running on v14 which is the lowest active LTS, and it looks like it's choking on the lock file.

After April 30th v16 will become the lowest active LTS and this lockfile should work, and then we could bump the lock file version accordingly.

If you could use npm v6 to redo the lockfile I'd appreciate it.
