On openshift, the OwnerReferencesPermissionEnforcement admission controller is enabled by default(https://docs.openshift.com/container-platform/4.9/architecture/admission-plug-ins.html#admission-plug-ins-default_admission-plug-ins). We should add permission to operator according to https://kubernetes.io/docs/reference/access-authn-authz/admission-controllers/#ownerreferencespermissionenforcement
