up until version 2.3.2, no-case is vulnerable to a Regex Denial of Service
This PR is a fix to bump the dependency version

Coverage remained the same at 100.0% when pulling f709614 on guyisra:fix_no-case_dependency_dos into c61014e on blakeembrey:master.

Sorry for the delay. Closed with #45. Heads up for the future, but you probably don't want to change someone's package.json version on them - they usually have a release process that does that.
