Motivation

Consolidation of docs for Blockscout project

Changelog

  • the static docs page generator is added

The page will be available in GitHub pages after merging

Looks good! Once this is live I will begin adding pages, configuring links and consolidating READMEs to point to the doc resources where appropriate.
