I made a first version of a contributing guide. I copy pasted some things from other guides. Other things I just made up, so it could use a check from a maintainer.

I made a first version of a contributing guide. I copy pasted some things from other guides. Other things I just made up.
It's not complete on code styling. Also I'm not sure on some of the aspects of this project, such as whether new features are welcome, or what is the scope of this project. But that can be added later.
