Boost 1.68: The Grand Merge

A lot of work has gone into the develop branch over the years (notably IO extensions), but unfortunately hasn't made it into master yet. This milestone thus focuses on whatever work remains to be done to stabilize the develop branch before we can merge it to master, hopefully in time for the Boost 1.68 release.
