This is a resubmission of PR #19, this time on a feature branch and rebased.
The idea is to update the review process pages to reflect current practices. Please see #19 for previous discussion, as well as the thread here:

There seemed to be fairly strong support for the changes, both from the Steering Committee and Ronald Garcia, but I am not sure if an official decision has been made.
I apologize that some noise has been introduced by running html tidy as instructed here: http://www.boost.org/development/website_updating.html
Apparently this hadn't been done in some time, so a fair amount of reformatting occurred. Take a look just at the last three commits to see just the substantive changes.
