Description

Follow up of #10811 - For some profiles, site-specific autoplay settings are not respected

Steps to Reproduce

  1. Clean profile 1.18.68
  2. Open brave://settings/content/autoplay
  3. Block Autoplay globally
  4. Open https://www.blick.ch/ in a new tab and observe videos are auto-played although autoplay blocked indicator is shown in the URL bar
  5. Open https://24.hu/tech/2020/07/22/google-gmail-hitelesitett-email-logo/ in a new tab and observe videos are auto-played although autoplay blocked indicator is shown in the URL bar

Note: Youtube.com works fine, videos don't autoplay

Actual result:

Videos are auto-played on some sites even though autoplay is blocked globally

Expected result:

Videos should not autoplay when autoplay is blocked globally

This problem already exists in version 1.17.73.

Seeing similar issues with reuters.com for their (non-TV) articles that feature muted autoplay videos. I am also on 1.17.73 with autoplay disabled globally and verified to be disabled on this site in particular. Yet, those autoplay videos still play, quite annoying.

I wanted to add to this issue because it's the closest one I could find to some newer behaviors I'm seeing:

  1. Youtube seems to (sometimes) autoplay a video if the page is refreshed.
    • Ex. Open YT video w/autoplay = blocked (globally). Video does not play on load. Refresh the page, video seems to play sometimes (can't nail down exact cause).
  2. (More notable) If autoplay is blocked on Youtube, changing the volume in the YT player will force-pause the video.
