NTP image is not properly scaled when changing device orientation

Steps to reproduce

1. Set device to autorotate and have it in landscape mode
2. Open a NTP and tap on URL bar to bring up popup keyboard
3. While it opens the keyboard rotate device to portrait mode
4. NTP image doesn't scale properly

Actual result

Expected result

Properly scaled SI on NTP

Issue reproduces how often

Intermittent happened on SI only not on default NTP images
