[Suggestion] Allow users to turn the Brave Search bar on the new Private tab page on/off

Description

Many users want very simplistic layouts for their NTP or Private tab pages. I think it is a reasonable request to add a toggle that enables or disables the search bar on the Private tab page "on" or "off" depending on the users preferences.

Not just the search bar, but settings to revert to a completely blank Private Window and completely blank new tab pages in the Private Window.
