Follow-up to #27014

Steps to reproduce

1. Launch Brave
2. Purchase a VPN subscription
3. Enable VPN
4. Tree-dot menu > Country flag icon
5. Change to any other country > Observe no pop-up notification is shown

Actual result

VPN region changed to pop-up notification is not shown when connecting to another country/region.

Expected result

According to Figma and iOS behavior VPN region changed to pop-up notification must be shown when connecting to another country/region.
